Description of Project (Objective): The Project is focused on practical provision of the permanent adaptation of the Police of the Czech Republic on conditions of the increasing social diversity. Therefore it is necessary to equipped police officers by appropriate knowledge and social competences in order to be able to work effectively with the Roma minority. Within these activities the demands are posed mainly on the communication of the high quality and without any problems as well as on the systematic building of the mutual konfidence between the police and inhabitants of the socially segregated localities and also on the strenghtening of the capability to solve their problems in the co-operation with other bodies of the state administration and self-administration and non-governmental organisations. The aim of the Project is also to gain verified methods of working activities used in other states or EU authorities and to apply them gradually in our national conditions in the mentioned area.

Education of liaison officers and police specialists
Liaison officers of all regional police directorates and police specialists of regional police directorates of Moravian and Silesian Region, Olomouc Region, Ústí over Elbe Region and Karlovy Vary Region took part in the planned instructive and methodological workshop I., which was held from September 14, till September 16, 2015 in Beroun, the programme included educational blocks of cultural and non-profit-making organisations engaged in the Romany problems.
The opening of the above mentioned workshop was performed by the project manager Lt.-Col. Václav Vlček, D.C.L. from the Public Order Police Directorate and the opening speech was presented by Col. Antonín Kreml, Deputy Director of the Public Order Police Directorate.
The first presentation on the Roma history, the location of their origin, the history of movements and languages attractions and coherencies was carried on by the directress of the Roma Culture Museum in Brno Dr. Jana Horváthová. The next point of the Monday programme was the meeting of police officers with Roma personalities such as Jiří Daniel, Helena Krištofová and Leona Bikárová on the topic of the social Roma migrations.
Ms. Kateřina Pospíšilová from the organisation called „Together in Safety“ opened the Tuesday programme. The topic was the role of the police in the socially segregated localities and the specific criminality in the milieu of the social segregation. She stated that she considered as the basic from the police part to know the milieu of these localities and the importation of law into socially segregated localitiest – the enlightment of latency. In the meantime she mentioned the necessity of the preventive impact of the police including the prevision of centres of possible conflicts.
Her presentation was completed by Ms. Hana Procházková, the employee of the Municipal Police of Sokolov, also from the organisation „Together in Safety“, she amended her practical experiences from projects, which were organised by herself or together with others in the place of her working operation. She was involved in tools of the criminality prevention in the socially segreagated localities, she presented examples of good practices and possibilities of the co-operation with other subjects of the social integration.
Another part of the programme concerned the mentality, values and tradition of Roma nation, which were prepared by form of presentations and interactive discussion by members of the non-profit-making organisation „Word 21“. Directress of this organisation Ms. Jelena Siladžič introduced the work of this organisation. The entire audience was the most interested in the educational block focused on Roma women. In the frame of the presentation the audience watched the films „Thanks that you are asking“ and „Women in the field“, which were made by the organisation „Word 21“ itself. Main participants were some of the present women members.
Wednesday presentations concerned the topic of the poverty, anti-Roma demonstrations, their reasons and their social and psychologic impacts. Lecturers were Mr. Miroslav Brož and Mr. Jozef Miker, members of the civil association called „Konexe“. The conclusion of the instructive and methodological workshop was dedicated to the topic concerning demonstrations with violence presented by Mr. Markus Pappe.

Press Release from the Service Trip to Warsaw
From March 1, till March 3, 2015 the international seminar of the OSCE (Organization for Security and Co-operation in Europe) – ODIHR (Office for Democratic Institutions and Human Rights) was organised for managers and liaison officers for minorities from regional police directorates in Warsaw.
The principal topic of this seminar was the police work with minorities of Roma and Sinti, solution of crimes of the hate and organisation of the run of peaceful gatherings of people. Representatives of OSCE Mr. Idaver Memedov, Mr. Larry Olomofe, Ms. Yulia Korysheva, Ms. Anita Danko, Ms. Oleksandra Zub and Ms. Natalie Mazur were focused during their presentations on principles and well-proven procedures leading to the improvement of relations between the police and above mentioned communities. They made all participants acquainted with both positive and negative cases from practice. Czech police officers explained in the joint discussion all facts concerning the Czech society in relation to minorities, mainly Roma, to OSCE representatives and made them acquainted with some known cases with the racial undermeaning, which Czech police solved, then with police procedures during the investigation of cases with the racial motive and with the police work in the course of measures during demonstrations of people.
The nex day the group visited the seat of the OSCE – ODIHR in Warsaw. The programme was focused on the jurisdiction and competences of this organisation and also on the topic „how to perceive the racial undermeaning in situations solved by the police“. Lectors were employees of this organisation, namely: Ms. Mirjam Karoly, Ms. Tatjana Peric, Ms. Snjezana Bokulic, Mr. Omer Fisher, Ms. Nathalie Tagwerker, Ms. Tatyana Bogussevich and Ms. Cristina Finch.
After the official programme the meeting of the project management with the high adviser of OSCE – ODIHR for Roma and Sinti affairs Ms. Mirjam-Angela Karolyi, the subject of which was the further enlargement of the co-operation and mutual visits as well as the agreement concerning the publication of the OSCE – ODIHR Manual „Police and Roma and Sinti: Good Practices in Building Trust and Understanding“ and its translation fot he Czech language.
The Czech delegation consisted of the group of police managers: Deputy Director of the Public Order Police Directorate of the Police Presidium of the Czech Republic Col. Antonín Kreml, directors of regional police directorates of the Moravian and Silesian Region Col. Tomáš KUŽEL and Olomouc Region Col. Libor KREJČIŘÍK, deputy directors of regional police directorates of Karlovy Vary Region and Olomouc region Col. Jiří MATOUŠ and Col. Petr TOMÁNEK, heads of public order police service departments of regional police directorates of Ústí over Elbe Region, Central Bohemian Region and Moravian and Silesian Region Col. Pavel HOLZKNECHT, Col. Jan TULACH and Col. Libor SCHEJOK, then the head of the territorial department of Sokolov Col. Martin GÖTZL and deputy head of the territorial department of Most Col. Jindřich BERGMANN.
All regional police directorates were represented by liaison officers for minorities, namely: Col. Miroslav HURT, Capt. Dagmar DOLEŽALOVÁ, Capt. Pavla TŮMOVÁ, Capt. Blanka BLÁHOVÁ, Capt. Daniel KUBÍN, Capt. Eva JANDOVÁ, Capt. Milan KOZÁK, Capt. Michaela SEDLÁČKOVÁ, Capt. Jan DONGRES, Capt. Martin STRAŠÍK, Capt. Jiří KOŘÁN, Capt. Martin HEČKO, First-Lieut. Šárka VLČKOVÁ and Lieut. Richard VALA.
Organisational part of this action was in hands of the project manager Lt.-Col. Václav VLČEK, D.C.L. and the head of the project Lt.-Col. Radka OVČÁČÍKOVÁ, both from the Public Order Police Directorate of the Police Presidium of the Czech Republic. There was also an external interpreter Ms. Aneta SÜČOVÁ and the publicity was ensured by Ms. Pavlína BULÍNOVÁ, from the Press and Prevention Department of the Police Presidium of the Czech Republic.

Courses of liaison officers for minorities and members of working groups I. and II.
Two two-days courses of liaison officers for minorities and members of working groups were the first educational activities of the Programme, they were organised in the recreation facility named Vltava belonging to the Ministry of Interior of the Czech Republic in Červená over Vltava.
The first one started on November 18, 2014 and the second one consequential course on November 20, 2014. Both actions were organised by members of the Programme working group namely Ms. Markéta Benešová, MA from the Security Policy Department of the Ministry of Interior of the Czech Republic, then Lt.-Col. Václav Vlček, D.C.L. and Lt.-Col. Radka Ovčáčíková from the Public Order Police Directorate of the Police Presidium of the Czech Republic.
80 police officers took part in both courses, firstly those who are professionally involved in the police work with minorities on the level of liaison officers for minoritites of the regional police directorates, then there were members of their working groups and future police specialists for the work with Roma minority in the socially segregated localities.
Courses were opened by Col. Antonín Kreml, Deputy Director of the Public Order Police Directorate of the Police Presidium of the Czech Republic together with above mentioned organisers. Presentations were focused on questions concerning xenophobia, rasism, integration, segregation, assimilation, ethnocentrism, discrimination, extremism, racial profilig, migration, principle of the ethnic neutrality, minorities culture, the settlement with cultural, social and religious differencies in relation to aspects of the police work connected with minorities (their resistibility concerning the psychical burden), the system of the work of the Police of the Czech Republic in the multicultural environment, activities of a liaison officer and his/her working group, examples of the best practices, valid legislation and basic strategical documents.
The controlled discussion with police officers of the Roma nationality warrant officers Pavel Bán, Roman Eröš and Ladislav Horvát from the Regional Police Directorate of the Ústí nad Labem Region was the part of the course.
Police officers from Slovakia Capt. Peter Čajka from the Public Order Police Department of the Police Presidium of the Slovak Republic, Col. Lubomír Kopčo, the head of the Public Order Police Department of Regional Police Directorate in Košice and Lt.-Col. Tibor Rózsár, D.C.L., the head of the Police Supervision over the Local Police of the Police Presidium of the Slovak Republic were distinct guests. They informed the audience about the experiences of the Slovak police concerning the police work with the Roma nationality.
Both courses were concluded by the final tests, which were fulfilled by all participants successfully. At the end of the second course participants received the certificate on the course graduation.
