Description of Project (Objective): biometric data of so-called “e-passports” are considered to be more sensitive than facial images. The reason is a possibility of more accurate identification. This is also ground for protection of the data in the European biometric passports by additional protective layer. Every state is obliged to build a national infrastructure, which is part of the international security infrastructure for verification of integrity and authenticity of the “e-passports”. Purpose of this infrastructure is secure identification of the holder of an “e-passport”. Information system of National Control Authority is to be understood as part of the control and verification infrastructure for work with electronic ID documents and represents a platform for an international collaboration.
The Ministry of the Interior will act as National certification and National verification authority. It will assess fulfillment of security requirements and trustworthy procedures of control authorities as well as the subjects creating secure/sensitive data. In the framework of checking functionality of electronic documents and correctness of the stored data the Ministry of the Interior will also manage inspection systems with authorization to access biometric data in documents containing media with biometric data issued by Czech Republic.
The Police of the Czech Republic was in accordance with law N. 197/2009 - “About certification of the public documents” mandated to act as National Control Authority. It will act as a provider of the certification services for inspection systems. The Police will in parallel operate some of the inspection systems in particular for the purpose of the border control of “e-passports” issued by Czech Republic and by other states alike.

Study trip abroad
The three-member delegation - Petr Malovec, Directorate of Alien Police, Karel Draganov, Police Presidium - Department of Information Technology Development and Operation, Jiri Děcký, Ministry of Interior, Central information systems department, undertook a study tour in an approved Program to the National Police Directorate of Norway.
The first day of the visit:
Gardermoen Airport Police Station. Throughout the visit the commander of the airport police unit accompanied the delegation. Presented was the organization of Norwegian police and briefly was described system of border control at the airport. Police in Norway is divided into 27 districts (reduction to 12 districts is considered). Within Police competences falls inter alia, the protection of state borders, border controls and issuance of travel documents. Criminal police department is not geographically bound. The number of police officers is significantly lower than in the Czech Republic, which is primarily due to differences in population density and historical development. Norway plans to reduce the number of police stations. In the period 2016/2017 is expected to commence issuing eID cards.
Czech delegation then visited the entry border checks area - arrivals from countries outside the Schengen area. This workplace is the same as in the Czech Republic. Here is carried out a brief initial interview. If traveling from countries requiring a visa and already roll-outed in the VIS project, fingerprints are taken and sent for comparison to the VIS (Visa Information System). For those who are planning a longer stay in Norway is carried out additional interview to detect the plans of the individual. The number of passengers coming from non-Schengen area is comparable to Prague airport, but only two counters are sufficient to handle it. The second line is in the immediate vicinity of the first control line. The software was well structured.
Within the police station at the airport Gardermoen delegation also visited an expert laboratory for the investigation of counterfeit and altered passports and travel documents. The department is equipped comparably to Czech workplace.
In the afternoon followed a visit to detention camp Trandum, which falls under the National Police Immigration Service. In this camp are housed foreigners whose identity has not been proved or rejected asylum seekers who do not leaved the country voluntarily. A brief history of the object was presented, the rules for the facility introduced and short tour was given. The vast majority located (90%) stays no longer than one week.
On the second day the delegation visited Oslo - politidistrikt, Grønlandsleiret 44, where the passport department is located.
Biometric passports are issued in Norway from April 2005. From April 2010, all applicants over 12 years are fingerprinted and fingerprints are stored in the chip of the passport. The passport is delivered by regular mail to the applicant within 10 working days after application was filled. About 80.000 passports a year is issued in Oslo. Validity is dependent on the age of an applicant. It is possible to ask for more then one passport if needed to travel to countries that do not accept passports with entry stamp of certain other countries.
To obtain the biometric data kiosk is used. Here a photo is taken, fingerprint and the applicant's signature on the signature tablet is recorded.
Where necessary so-called emergency passport is issued. It can be valid for up to one year and is only valid for one journey. A data page is handwritten, therefore it is not a machine-readable document, therefore it is not recognized in some countries (Oman, UAE, USA, ...). It is expected that by the end of 2016 so-called Express passports will replace them. Due to the large number of cases of identity theft Politidirektoratet adopted series of measures e.g. The construction of Norway ID center, IdeALT program etc. As part of measures against identity theft a new type of passport and national ID card will be introduced in the years 2016/2017.
The delegation also visited the personalization center, which provides Gemalto since 2005. Blank passports are manufactured in Finland. Personalization is performed on the automated line that secures the chip personalization, data page personalization using laser engraving, secondary (shadow) photo laser engraving and print with UV inks.
Subsequently, the delegation visited the workplace where CSCA and CVCA systems are operated. The Police operates these systems, but the determination of certification policies is the responsibility of the Ministry of Justice, under which the police falls. Members of the delegation had a fruitful discussion with Norwegian colleagues regarding experience with the operation of these systems. Complete system of certification and verification authorities, including the communication system SPOC is under development. Estimated completion date is the end of 2016.
On this occasion Jiri Děcký gave representatives of Norway CSCA certificates of the Czech Republic that are used to validate signatures (Document Signer) in the CZ passports. These certificates will be used in systems of automated border control (ABC eGate) at the airport Gardermoen.
Objective of the study trip – to see performance of the system for issuing and personalization of passports, familiarization with the processes of border controls at the international airport Gardermoen and to start cooperation with colleagues securing the operation of certification authorities in Norway - has been achieved. Norwegian colleagues expressed interest in reciprocal visit to the Czech Republic, which could take place this fall.
